The Iowa Department of Natural Resources (DNR) is seeking to fill twoPurchasing Agent 3positions to

manage and coordinate the procurement of goods, services, and construction projects. This role ensures

compliance with all applicableAdministrative Rules and Iowa Codewhile staying informed of evolving

procurement policies, procedures and best practices.

The main responsibilities of these positions are to:

Coordinate Procurement Activities:

•Procure goods, services and construction projects for the DNR, in accordance with all applicable Administrative Rules and Iowa Code.

•Work with DNR staff to identify program specific purchasing needs and determine solicitation type. Conduct research to determine the correct approach {e.g., Requests For Proposal (RFP), Requests for Information (RFI), or Requests For Quote (RFQ)} and then draft or review purchasing specifications. Solicit both informal and formal bids and coordinate the scoring of proposals, facilitate evaluation committees, make recommendations for award, and award bids.

•Coordinate major (over $100,000) and minor (under $100,000) construction procurements through formal solicitation and provide recommendation for contract award to Engineering Bureau Chief for approval from the Natural Resource Commission (NRC).

•Provide guidance to DNR program staff on Conservation and Recreation Division (CRD) managed construction projects from required advertisement and bidding to award.

•Assist DNR program staff with emergency and sole source procurement requests.

•Procure goods and/or services for DNR program staff via the state issued procurement card.

Collaborate with Internal and External Partners:

•Work closely with DNR program staff and Department of Administrative Services, Central Procurement Enterprise (DAS/CSE), to ensure timely and compliant fulfillment of procurement needs.

•Analyze, collect and provide data for the coordination of master agreements for agency use.

•Serve as the main point of contact for research, testing and implementation of any new procurement initiatives, and represent the DNR at NIGP, IPPA, TSB, DAS/CSE and/or additional procurement meetings.

•Work in partnership with supervisor and fellow a Purchasing Agent to review, document and update procurement procedures and educational resources utilized by DNR program staff.

•Provide training to DNR program staff, as requested, by DNR supervisors

Provide Contract Oversight & Coordination:

•Review draft DNR service contracts, provide feedback if necessary, and approve final contract language prior to contract execution.

•Work in partnership with legal staff and budget analysts when unique service contracting needs are identified to determine if additional contract terms and conditions are necessary.

•Serve as the main point of contact for DNR service contract questions and assistance.

•Award construction contracts to the lowest compliant contractor, and communicate with non-award contractors.

Essential Functions

  • Conduct research and develop or review purchasing specifications and scopes of work for program staff.

  • Recommend and communicate necessary modifications to submitted specifications.

  • Solicit bids for goods and services from vendors and contractors using statewide procurement systems and internal procedures, ensuring compliance with Iowa Code and Administrative Code.

  • Evaluate bids for responsiveness, determine compliance, and facilitate timely award decisions.

  • Oversee evaluation committees, approve participation, and coordinate proposal scoring.

  • Notify vendors and contractors regarding bid awards and non-awards.

  • Review, revise, and approve competitively bid service contracts for the DNR.

  • Provide program staff with updates on procurement rules, procedures, and resources, offering training as needed.

  • Maintain and update DNR procurement resources to ensure accessibility and accuracy for program staff

Successful candidate will be required to achieve Level 2 Procurement Certification, which includes completion of the National Institute of Governmental Purchasing training courses, within the first 3 months of employment.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable).
